We are looking for a temporary Human Resources Administrator to join our team and support the efficient and effective operation of the Human Resources Department by providing administrative, technical, and professional support to members of the department, internal and external clients.

This opportunity is for a term of up to six months and we are looking from someone who possesses a comprehensive knowledge of all HR functions including: compensation, benefits, staffing and development; health, safety and wellness; performance and reward systems; employee relations; and information & administration management. Each Human Resources Administrator is assigned to employee groups however back up and support is essential to operate at optimal levels in all service areas.

Key Responsibilities

Safeguard the integrity, confidentiality, and usefulness of critical departmental information by:

  • Protecting the integrity of all Human Resources Information and Resources Systems.
  • Using best practices to develop and maintain an effective and efficient document management system for all departmental information such as, but not limited to correspondence, reports, employee files, financial information, and research materials.
  • Ensuring all documentation is properly audited, securely filed, so files are complete and accessible while protecting confidentiality.
  • Facilitate the flow of information both within and external to the department ensuring accurate and timely transfer occurs.

Fostering a positive employment relationship with three bargaining units by:

  • Overseeing the adherence to wages, working hours, and other negotiated terms.
  • Resolving minor issues between union and management involving contract administration.
  • Administration of training, safety and attendance programs.

Advise and support hiring managers throughout the recruitment process by:

  • Ensure compliance with negotiated procedures and practices in the selection of employees.
  • Advertise and recruit high quality candidates for all roles.
  • Perform interviews, screens and recruit for skilled trades, administrative, professional, and technical vacancies.
  • Follow established departmental and City practices and procedures.
  • Adhere to legislation such as the Human Rights Act, and Employment Standards Act.

Administering benefit and compensation plan for all City of Saint John employees by:

  • Administer and educate employees of full benefit package including life insurance, medical, dental, and travel plans.
  • Communicate with insurance providers on updates and changes to employee records.
  • Working collaboratively with Human Resources Administrators, Human Resource Generalist, Payroll & Pension Supervisor and Payroll & Pension Assistants to ensure all payroll items are processed accurately and in a timely manner (i.e. new hires, retirements, progressions, etc.).
  • Facilitating new employee orientation sessions, training and development.

Assist in creating a safe and healthy workplace for all employees by:

  • Assisting in the facilitation of effective health, safety and wellness programs.
  • Ensure required documentation is complete, accurate and timely for all workplace accidents.
  • Communicate as needed with employees, adjudicators, and case managers to provide necessary information related to workplace accidents.
  • Act as Secretary for the City's Joint Health and Safety Committee as required.

Foster an environment of a service based, results oriented, high performance public service organization by:

  • Assisting with projects and special events.
  • Acting as Human Resource representative at various committee meetings and functions.
  • Enhancing the reputation and credibility of the department and the City of Saint John by promoting and acting in a professional and cooperative manner, assisting others as needed.
  • Maintaining confidentiality at all times is an essential component of the job.

Essential Qualifications

  • Post secondary education in a related field.
  • Proven work experience as an HR Administrator, HR Administrative Assistant or relevant role.
  • A Certified Practitioner in Human Resource (CPHR) designation is required, or the incumbent must be prepared to obtain it.
  • Experience with HR software.
  • Computer literacy (MS Office 365 applications, in particular).
  • Excellent organizational skills, with an ability to prioritize important projects.
  • Strong phone, email and in-person communication skills.
  • A proficiency in French of Intermediate (2) as per the Province of New Brunswick Oral Proficiency Rating Scale would be an asset.

The successful applicant will be eligible to work a compressed work week of 4 days (Monday to Thursday) throughout the trial period of the City's recently adopted Compressed Work Week Trial. This schedule is subject to change.
