Full Time Employment Opportunity | COMPETITION #MLL303/23-24 The E-Learning and Development Consultant designs and develops high quality instructional material and delivers learning and development solutions to build talent capabilities required to uphold a high-skilled workforce capable of delivering on our mandate. The incumbent will work collaboratively with the Organizational Development team and subject matter experts (SME) to deliver materials and solutions. Duties: Manage instructional design projects from needs analysis through delivery. Consult with cross-functional stakeholders and subject matter experts (SME) to uncover and analyze learning needs to develop course goals and learning objectives, ensuring high quality materials. Provide instructional design expertise and project management for the development of e-learning offerings, such as e-learning courses, ebooks and vignettes, through the use of audio, graphics and videos. Design creative, insightful courses using sound instructional design methodologies, and strong understanding of adult learning principles. Stay current with emerging methodology and technology and incorporate for use within course materials. Oversee the development and implementation of e-learning project plans, including the creation of marketing strategies for new training programs. Design and conduct a Training Needs Analysis to measure the baseline skills of the impacted workforce and create a plan to close the gap between current and required skills. Manage and maintain existing e-learning content to ensure accuracy and alignment with current business needs and goals. Develop RFPs, select vendors, manage contract negotiations and Service Level Agreements (SLAs). Manage vendor relationships and ensure MBLL contractual obligations and standards are met. Research and implement third-party e-learning resources. Oversee the LMS by applying advanced proficiency in learning management system concepts. Coordinate and implement quality improvements for the learning management system (LMS), as well as respond to technical problems, errors, and concerns raised by end-users, through consultation with IT and LMS vendor. Create reports for key learning metrics to meet needs throughout the organization using LMS data, the system reporting tool, SQL and/or a combination of data sources. Review LMS new release features and functionality, evaluate their potential impact on the business, and make sound recommendations. Partner with IT to coordinate, test and implement new versions of the system. Primary Qualifications: A Bachelor degree in education or business management, or a diploma level complimented by an E-Learning certificate or Certificate in Adult and Continuing Education (CACE), or an equivalent combination of education and experience. A minimum of three years’ experience in adult education and developing organizational development and e-learning programs. Intermediate skills in Microsoft Office (Word, PowerPoint, Excel and Outlook). Advanced skills in e-learning course development software (e.g. Articulate 360 – Storyline, Rise, etc.) Previous experience in collection, analysis, providing recommendations, report writing and developing advanced learning materials is required. Excellent planning, problem solving and organizational skills and the ability to gain cooperation of others. Experience with Learning Management Systems (LMS) is required. Secondary Qualifications: Bilingual (French/English) language skills.
