The Opportunity
The City of St. John's is presently accepting applications for a Full Time Temporary positions of Transportation System Engineer with the Department of Planning, Engineering, and Regulatory Services. These are both 12–18-month maternity leave replacements.
Accountabilities
Reporting to the Manager of Transportation Engineering, this position is primarily responsible for planning, designing and operations of transportation systems including design of intersections, roundabouts, and active transportation; traffic analysis of intersections and roundabouts; technical review of development applications; interpretation and design of policies and transportation system elements; preparing terms of reference for transportation studies; preparing technical reports and briefing notes for City Council and committee meetings; providing advice and assistance on traffic specific issues, including Traffic Calming, Traffic Control Plans, Road Safety, Long Range Planning, Road Safety, Parking, Traffic Signals; and keeping current with latest industry standards, codes, legislation and technology.

Qualifications
Degree in Civil Engineering from a recognized university and registration, or eligibility for registration, with the Professional Engineers and Geoscientists Newfoundland and Labrador (PEGNL); Five (5) years of progressively responsible experience as a Professional Engineer in the areas of transportation engineering and infrastructure planning including design of municipal roadways (including roundabouts, active transportation, and municipal services is required. Experience in transportation feasibility and corridor studies, traffic studies and multi-modal transportation projects is a definite asset. Preference will be given to candidates who have recent experience and a good knowledge of current transportation design for street network development, transit, intersections (including roundabouts), universal design and traffic control devices. Proficiency in modelling software such as VISUM, Synchro, Sim Traffic and/or Sidra, and design software such as AutoCAD is required. Demonstrated judgment and decision-making skills with the ability to find an optimal balance of technical, operational, and urban design with respect to transportation projects; Excellent analytical, presentation and report writing skills with the ability to always exercise professional judgment; Excellent communication and interpersonal skills and an ability to establish and maintain effective working relationships with internal and external stakeholders. Must possess a valid Class 5 driver’s license.
An equivalent combination of qualifications and experience acceptable to the City of St. John's may be considered.
Hours of Work
The regular hours of work are 9:00 - 4:30 pm, Monday - Friday, for a total of 33.75hours per week.
