This is a senior level professional position involving the analysis and assessment of budgetary, financial, personnel and administrative issues, proposals and activities of all provincial government departments and agencies, ensuring that such operations are in accordance with Treasury Board, fiscal and administrative policies. These activities involve assisting Ministers, Deputy Ministers and other senior department staff officials where possible. The incumbent is also expected to provide comprehensive advice and recommendations, with appropriate objective rationale and background to Treasury Board and/or Executive Council on financial and operational matters. The incumbent is also responsible to provide assistance for the development and maintenance of the PEI Government’s Budgeting System, as well as the development and delivery of training programs for the budgeting system as it relates to budgeting and forecasting.


Duties include:


- Analyze, assess, research and monitor Department/Agency budget proposals and programs so that the Fiscal Management Division will be in a position to provide accurate and relevant information on the status of the Provincial Budget, in accordance with the Budget plan and policy direction authorized by Executive Council. This responsibility includes the completion of the annual Budget Estimates for tabling and approval by the Legislative Assembly;

- Develop and recommend for Treasury Board/Executive Council consideration, budget policy, procedures and strategies, including recommendations on corrective action(s) necessary in order to maintain the overall budget objectives of government. Evaluate and analyze various kinds of financial and administrative submissions to Treasury Board to ensure that Treasury Board is fully informed of financial and other implications associated with the proposals;

- Analyze forecast submissions of departments/agencies and summarize the forecasts into appropriate format for presentation to Treasury Board and Executive Council;

- Maintain regular liaison between Treasury Board and departments/agencies to provide interpretation of Treasury Board policies and decisions; provide technical advice, information and counselling on various financial and administrative matters presented to Treasury Board; and generally work with departmental managers to resolve problems within the established procedures;

- Provide leadership in the development and maintenance of the Province’s Budgeting system and Chart of Accounts; design and construction of reports for use by all Departments and Divisions within Government; and design and delivery of an instructional program focusing on the use of the Budgeting system and Excel for budgeting;

- Provide reports on issues of a broad nature complete with recommendations to assist decision making by Treasury Board and/or Executive Council in the establishment of policy direction;

- Assist in the development and revision of Government’s corporate administrative policies by researching existing and proposed policies and monitoring accountability of departments related to compliance with Treasury Board policies;

- other related duties as required.


Minimum Qualifications:


- Must have a university degree and a professional accounting designation;

- Extensive experience in financial management at a senior level is required;

- Considerable experience with a thorough knowledge of Oracle Financial and Excel and a good understanding of Word is required;

- Experience in comprehensive auditing would be an asset;

- A thorough understanding and proven skills in proper budgeting processes;

- Strong analytical skills with the ability to see both the detail and the global picture;

- Excellent communication skills (both written and oral) to effectively and tactfully work with various levels within Government;

- Demonstrated ability to work under pressure to meet both internal and external deadlines.
