Job Title: Housing Officer, Full-time permanent.
Location of positions: Corner Brook, NL
Hours of Work: Monday to Friday, 9:00 am to 4:00 pm, 35 hours per week
Rate of Pay: $42,500.00 per annum.
Qalipu First Nation is currently seeking individuals to fill the position of Housing Officer.
Job Description: The Housing Officer will provide and coordinate administrative support, statistical analysis, report writing, and funding proposal writing. The Officer will foster, develop, and provide community engagement and partnership development. The Officer will comply with established organizational policies and procedures.
Responsibilities: The Housing Officer will be responsible for developing and administering housing-related initiatives and programs identified in the Qalipu First Nation Qalipu five-year Strategic Housing Plan. The Program will use best practice and evidence-based procedures, program development, research and analysis, and other relevant resources that support the housing initiatives of Qalipu First Nation. The Officer will provide core operational support in the delivery of Qalipu's housing program and provide support to band members in accessing other community-based housing programs.

- Actively work to connect with community members to distribute information and receive feedback on the housing programs.
- Assist with the oversight of daily housing operations.
- Assist with the development of the yearly operational plan; helping to ensure that it is in line with the overall strategic goals of the community and that the implementation of the plan yields identified outcomes.
- Prepare funding proposals and applications as required.
- Strengthen and build partnerships with other government departments, provinces, and private sectors.
- Actively work with internal and external partners to secure the resources needed to advance housing initiatives.
- Provide support to band members in accessing other community-based housing programs.
- Provide strategic advice on issues affecting the programs.
- Collect and maintain statistics and documentation for evaluation and reporting purposes.
- Actively support the preparation of quarterly, annual, and scheduled reports to management, council, and funding partners.
- Support effective communication between Qalipu Departments, other Qalipu programs, services, and organizations.
- Responsible for ensuring that files are stored and maintained as per the Qalipu Electronic Records Management System and Quality Management Protocols, including compliance and performance management.
- Responsible for the day-to-day operations of projects-based budgets and core housing programs.
- Other duties as required.
Qualifications
Education: Post-secondary education, a degree or diploma in Business Administration, Public Administration, Economics, and Commerce.
Experience: Experience in working with indigenous population and navigating interdepartmental/government systems would be preferred. The Housing Officer will have 2+ years of experience with similar duties and responsibilities, including:
- Knowledge and Experience in program development and evaluation.
- Knowledge of office administration and records management procedures.
- Knowledge of business and management principles and practices.
- Knowledge of strategic planning.
- Knowledge of basic economics, accounting principles and practices.
- Community Engagement.
Working Conditions: This is an office-based position with duties predominantly met during regular working hours. Some travel, overtime and flexibility of work schedule will be required.

Annual Leave: FT employees - Three weeks per year.
Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.
Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the first long weekend in May and continues until the last week of September.
Christmas Break: the office closes down during the Christmas break, this is an added bonus that employees are entitled to.

Registered Pension Plan: QFN has a pension plan, FT employees contribute from 4 to 7%, employee contributions are matched by the Band.
FT Sick and Family Medical: Full Time Employees are entitled to 12 paid sick and family medical days per year.
Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.
Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbour.
Volunteer Program: Employees may volunteer outside of the organization up to 21 hours per year.
