The Executive Director of Digital Health, reporting to the Senior Executive Director of Planning, Performance, and Digital, offers expert leadership, insights, and strategic direction to the department's Digital Health team and digital teams across the health system. This role is pivotal in aligning the skills, products, services, and platforms of a digital era with the needs and expectations of Nova Scotians and health providers across our province. The Executive Director's primary focus lies in the establishment and enhancement of key practice areas required of the department to continue working closely with leaders from our partnering organizations, including Nova Scotia Health, IWK Health Centre, and the Department of Cyber Security and Digital Solutions. This position is instrumental in fostering a culture of excellence, safety and security, and empowering digital teams across the health system to deliver the health care Nova Scotians need.

Primary Accountabilities

  • Serving on the Executive Team for the Department of Health and Wellness as a senior leader championing modern approaches to delivering health care digitally.
  • Providing strategic directions and leadership to the department's Strategy and Governance, Health Technology, and Data Governance and Engineering teams.
  • Monitoring trends in digital legislation, policy, programs, and products to identify and analyze opportunities, citizen and provider needs, and issues of significance to the department and ensuring appropriate integration into departmental policies and plans.
  • Partnering with senior leaders across health system partners to ensure good governance and alignment with strategic direction.
  • Setting direction and expectations for digital standards, planning, investment management, and outcomes management across digital health priorities, and investments.
  • Fostering a culture of patient and provider-centricity, safety and security, and collaboration across teams delivering health services, products, and policies in a digital era.
  • Overseeing funding allocation and return-on-investment outcomes of digital health priorities and investments.
  • Providing independent and objective analysis and expert advice to senior government officials on a wide range of complex, cross-cutting issues, priorities, opportunities and legislative and regulatory matters affecting the department, government, and the public.

Qualifications And Experience

As a member of the Executive Team at the Department of Health and Wellness, we will require you to be an experienced leader with demonstrated experience communicating complex topics, partnership building with internal and external parties, and lived experience leading digital teams. Ideally, your background and experience leading up to this opportunity blends the fields of public administration, heath care, digital delivery, and executive leadership.

You are an innovative thinker with very strong interpersonal skills and have an ability to identify opportunities to encourage greater integration of programs and activities and to champion change. You have significant experience in supporting teams to transform and create a culture of continuous improvement and innovation. You make sound decisions within the framework of legislation, policies, contracts and agreements, budgets, and provincial priorities. You have proven experience managing financial and human resources, maintaining complex and multi-jurisdictional relationships, and leading strategy development and implementation.

You are a servant leader who has strategic leadership experience with a track record of delivery. You are passionate about people's experiences and want to make people's lives better. You're curious, and your humbleness helps you learn and grow. You love to collaborate across roles and organizations, and you can create a path forward from uncertainty. You are comfortable inspiring others with your communication skills whether they be senior leaders or technical teams.

You possess a bachelor's degree and several years of experience in progressively responsible leadership positions. A master's degree along with progressive senior leadership experience in the health/social care sector is considered an asset.

Pay Grade: EC 15

Salary Range: $4,740.95 - $5,926.16 Bi-Weekly
