ICF’s Youth & Adult Education Portfolio is seeking an
On-Call Education Consultant to contribute to education technical assistance (TA) projects. Clients include federal, state, and local education agencies, and other public and nonprofit organizations. As an On-Call Education Consultant, you will apply your content and facilitation expertise to projects that build the capacity of K-20 education institutions to achieve their goals.
Key Responsibilities
The Education Consultant is responsible for developing and maintaining strong, collegial relationships with ICF TA teams and with clients, which may include state education agency (SEA) and local education agency (LEA) staff, school personnel, and others, to provide high-quality, relevant, and useful capacity-building TA. The Education Consultants will participate in teams that provide TA, contributing to activities such as conducting needs assessment, contributing to product development, developing and delivering TA that clearly addresses client needs, monitoring and course correcting TA as needed, coordinating with project evaluators to curate evidence, and liaising with clients.
Key Project Tasks May Include
- Participating on teams providing TA services to clients, contributing technical, content, and process expertise
- Developing and maintaining positive, constructive relationships with clients and other service recipients
- Conducting needs assessment of client needs for TA
- Assisting with development of TA plans in collaboration with clients, internal teams, and leadership
- Developing, delivering, monitoring, and refining TA services in concert with a team
- Serving as a subject matter expert
- Assisting with development of TA resources, such as information briefs, whitepapers, tools, rubrics, processes, etc., according to high standards of quality
- Writing technical reports for and delivering presentations to a variety of audiences
- Contributing to required formal reports and internal documentation systems
- Advising TA teams about emerging state and federal education policy issues, TA strategies, and new resources
- Participating in team meetings to discuss progress of TA initiatives, emerging needs and issues, and challenges to service provision
Basic Qualifications
- Masters’ degree in Education, Public Policy, Social Science, or related discipline
- Knowledge of the public K-20 and/or adult education systems in the United States
- 5+ years of work experience:
- contributing to teams to plan and carry out projects from start to finish
- designing and providing education TA
- producing high-quality, professionally written products and presentations
- working in at least one content area of education expertise (such as accountability systems; assessment; college and career readiness; education of students experiencing homelessness; English learners; equity; literacy; school-based mental health services; social and emotional learning; STEM education; teacher and leader recruitment, development, and retention)
- Proficiency in MS Office and other standard office applications (e.g., Word, PowerPoint, Outlook, Excel, SharePoint, Teams)

- Strong team player with the ability to take initiative and work well independently
- Proven ability to manage competing priorities, perspectives, and stakeholder needs
- Prior work experience in a consulting environment
- Knowledge about how to help education organizations plan and implement large, complex initiatives
- Superior attention to detail and the ability to meet stringent deadlines
- Strong analytical, problem-solving, and decision-making capabilities
- Excellent verbal, oral, interpersonal, and written communication skills, including experience with developing and facilitation work sessions

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$76,848.00 - $130,642.00
