Job Description
The Provincial System Support Program (PSSP) at the Centre for Addiction and Mental Health (CAMH) is currently seeking a full-time, permanent Evaluator, reporting to the Manager of Evaluation – Clinical Programs and Community Initiatives. As a member of PSSP’s Equitable Systems Change portfolio, the Evaluator will work as part of a Provincial Evaluation Team that works on a diverse project portfolio aiming to collaboratively support communities in implementing and evaluating evidence-informed system changes to improve the health and wellness of Ontarians living with mental health and/or addiction issues. The Evaluator will play a key role in leading evaluation activities associated with ongoing implementation and evaluation across various initiatives within PSSP. They will be able to support multiple complex projects and can work independently as well as with a diverse team. The Evaluator will be committed to being respectful, ethical, culturally-responsive, and mindful of necessary practices related to evaluation. The successful candidate will have a proven track record in Evaluation within mental health and addiction initiatives and/or community development work and a strong background in quantitative, qualitative and mixed methods evaluation methods, tools, frameworks and reporting. Previous experience engaging with communities is required. The successful candidate will also be familiar with and respectful of First Nations, Inuit and Métis (FNIM) protocols specific to conducting such work in First Nations, Inuit, and Métis communities. This position is located in the Greater Toronto Area and involves remote work/work from home with a requirement of minimum 2 days/week in office. Responsibilities will include: Building and implementing feasible, efficient, and sustainable evaluation plans for work connected to the implementation of system change initiatives using a variety of different evaluation tools (such as logic models, theories of change, frameworks, indicator development, data support systems and reporting tools) and approaches (such as developmental, formative and summative) Using and/or developing culturally-relevant evaluation approaches, methods, and dissemination strategies when working with communities and priority populations (e.g., First Nations, Inuit, and Métis, Francophone, racialized and marginalized communities etc.) Facilitating group-based dialogue and decision-making with diverse stakeholder groups with various levels of evaluation and sector literacy Linking evaluation findings with continuous quality improvement to inform implementation planning and coaching to sustainable system change Engaging and working with key internal and external stakeholders Providing coaching on the implementation of data systems and data collection tools in various settings to support evaluation Preparing evaluation materials and communications for sharing with different audiences (e.g., information letters/emails, consent forms, evaluation tools, reports, and presentations) Developing methods for, and coordinating the collection and management of qualitative and quantitative data (e.g. protocol development, survey development, interview and focus group guides, data storage and quality assurance, coding, analyses, data visualization) Providing and building capacity to sustain system-level and provider-level evaluation Participating in special projects and committees Qualifications: The successful candidate will have: Master’s degree in Health Services, Social Services or an equivalent combination of a graduate-level University degree in a related discipline with a minimum of three (3) years’ related experience in the field health services and specific experience in mental health and/or addictions services Experience developing, managing and conducting developmental, formative and summative evaluations in a variety of settings is essential Experience with quantitative, qualitative and mixed methods framework designs and approaches to data collection Demonstrated ability to manage, organize and synthesize large amounts of quantitative, qualitative and mixed methods data Demonstrated project management skills Experience conducting stakeholder engagement with strong group facilitation and presentation skills, particularly in community-based settings Experience providing coaching, training, or education to others The ability for self-directed learning/working, as well as collaboration and teamwork Strong interpersonal communication (oral/written) and community engagement skills Excellent writing skills with ability to translate findings for stakeholders from various backgrounds Creative problem-solving abilities and organizational skills with the ability to adapt to dynamic project needs Familiarity with Canadian Evaluation Society (or similar) evaluation competencies and standards Familiarity with Implementation Science with strong skills in developmental evaluation preferred Fluency with at least one statistical package from among SPSS, SAS or STATA and experience with qualitative software (e.g., NVIVO) are required Strong PC software skills including experience with Microsoft Office (Word, Access, PowerPoint, Excel), Internet Search engines, and the ability to learn new programs quickly The ability to work effectively in a wide-range of settings with individuals from diverse backgrounds Knowledge of anti-oppressive and anti-racist evaluation practices, equity frameworks and tools, and experience supporting others to identify, prioritize, and develop equity-focused actions is preferred Bilingualism (e.g., Mohawk/English, Ojibwe/English, French/English) is an asset Vaccines (COVID-19 and others) are a requirement of the job unless you have an exemption on a medical ground pursuant to the Ontario Human Rights Code.
