Do you want to make a direct impact in improving the lives of refugee children? ICF is looking for a an on-call, home based Subject Matter Expert (SME) to support the development of a Prevention of Child Abuse and Neglect model that will be implemented by refugee facilities caring for unaccompanied children, staff that work with unaccompanied refugee children who have been released to sponsors in America, and federal staff working with this same population. In addition to the development of the Prevention model, the on-call SME also my assist with strategies related to knowledge management, communications and training and technical assistance in support of the implementation and dissemination of the new model. Desired areas of expertise include experience in public child welfare, knowledge of and experience developing child abuse and neglect prevention policy, experience with ORR unaccompanied children?۪s programs, experience with change management, and the development and delivery of training.

Key Responsibilities

• Provide subject matter expertise in child welfare and refugee children?۪s programs
• Provide expertise in other desired areas listed above in consultation with federal agencies and child welfare providers on best practice
• Provide expertise in the development of policies, protocols, training and knowledge management
• Provide expertise in evidence informed implementation of programs
• Review and provide timely feedback on draft project material
• Contribute to regular project reporting and support for activities related to the project?۪s evaluation, including data collection and continuous quality improvement efforts
• Occasional participation in audits of unaccompanied child facilities
  
  

Basic Qualifications

• Bachelor?۪s degree OR Master's in social work, public administration, or relevant field
• At least 5 years professional child welfare work experience with at least 3 years of relevant monitoring, evaluation and child welfare experience
• Experience developing and implementing child welfare initiatives
• Successfully complete Federal and State criminal background checks (fingerprints) and Child Protective Services (CPS) clearances from each state in which he/she has lived for the past five years due to Government contract
  
  

Preferred Skills

• Experience working with Office of Refugee Resettlement Programs
• Experience with audits or systematic reviews in child welfare
• Prior direct service delivery experience working with youth using trauma-informed care practices
• Prior experience with the implementation of large projects involving change management

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$75,157.00 - $127,767.00
