The beautiful Town of Torbay is a vibrant community with over 7,899 residents on the Avalon Peninsula of Newfoundland and Labrador. Torbay is home to over 150 businesses, three schools, and numerous community groups. Situated right on the Atlantic Ocean, Torbay offers breathtaking views in a scenic, rural setting. Conveniently bordering the capital City of St. John's, all urban amenities, including major retail centers and an international airport, are within a few minutes' drive.

The Position

The Town is currently searching for a motivated, energetic, and enthusiastic individual to join our team as Director of Corporate Services. Reporting to the Chief Administrative Officer, the Director of Corporate Services is accountable to provide leadership and direction for the Corporate Services department with the Town of Torbay. The Director is the administrative manager of all financial activities; preparation and management of the Town's operating and capital budgets; preparation of financial reports and audit controls; budget forecasting; placement of long-term debt financing; coordinate, administer and oversees computer program systems; assists with employee benefit program administration, and supervision of departmental staff. As a member of the Senior Management Team, the Director contributes to the effective management of the Town, leading development of longer-term policy and management planning to address Council's strategic priorities. The Director also provides administrative support to the Corporate Services Committee, including the provision of expert advice and consultation on issues that arise.

Major Duties & Responsibilities

Specifically, the Director is accountable to lead a portfolio of corporate services on behalf of the Town of Torbay, directing cross-service themes and special projects as a member of the Senior Management Team. The Director of Corporate Services will:

  • Contribute to the development of the Town's strategic plan and operational objectives, reporting on meaningful, accurate and timely management, financial, performance, and quality service targets.
  • Promote the Town's vision, values, priorities and objectives to staff, colleagues, regional partners, and the public.
  • Foster effective working relationships based on mutual respect, a collaborative approach to decision-making, and accountability to citizen interests.
  • Plan, organize, control, integrate and evaluate the work of the Department by developing, implementing, and monitoring long-term plans, goals and objectives focused on achieving the Town's mission and Council priorities.
  • Direct the development, implementation and evaluation of policies, systems, and procedures to achieve annual goals, objectives and work standards.
  • In consultation with the CAO establish Key Performance Indicators (KPIs) that reflect departmental performance and communicate performance results on a regular basis to key stakeholders including Council and staff.
  • Integrate and direct the efforts and results of a team of highly competent and empowered employees inspiring dedication, performance, and quality work.
  • Create an open and collaborative working environment that fosters new ideas, innovative solutions, and a commitment to accountable service delivery.
  • Advise Town Council, the CAO, citizen groups, individuals, contractors, and others on departmental issues, as appropriate. Assemble necessary resources to solve a broad range of program and service delivery matters in the delivery of corporate services.
  • Identify potential revenue generating and granting opportunities, building a comprehensive business case model including financial and program impact for Council approval.
  • Responsible for the managing and participation in the day-to-day functions of the department by providing leadership in the areas of municipal finance including general accounting, financial analysis, internal financial controls, budgeting, financial reporting, municipal property, and business taxation, PSAB, Tangible Capital Asset management, yearly audit, and purchasing policies and procedures.
  • Ensure prudent fiscal management of the Town's resources, the preparation of annual financial statements, and the development of financial accounting and management reporting systems and policies that ensure fiscal control.
  • Approve purchase order for materials and supplies for the Corporate Services Department and ensure compliance with the Public Tender Act.
  • Monitor the progress of capital projects and project cash flows ensuring that long term debt agreements are in place and debts proceeds are received as required.
  • Prepare and submit capital investment plans for Canada Community Building Fund, Multi-Year Capital Works, Atlantic Canada Opportunities Agency, Green Infrastructure and Investing in Canada Infrastructure program cost shared funding.
  • Provide strategic input to the budget planning processes as a member of the Senior Management Team, advising on the allocation and control of financial resources in relation to operating and capital plans.
  • Collaborate with other members of the Senior Management Team to establish a consolidated budget for Town operations which is aligned with the Town's Vision and strategy.
  • Consolidate all departmental budgets into the single consolidated budget which is provided to the CAO for consideration by the Corporate Services Committee and presentation to Council for approval.
  • Oversee the Information Technology function ensuring high quality standards for the management of information and the development, management, and control of technology systems.
  • Ensure the absolute protection of citizen privacy; the accuracy, security and reliability of Town data; and an appropriate return on investment for capital expenditure in response to Town priorities.
  • Conduct regular performance evaluations of all departmental staff.
  • Maintain a high level of professional competence through continuous professional development in key areas of functional responsibility and critical leadership skills, and through active affiliation and participation with relevant professional organizations and peers.

Qualifications

The ideal candidate will have:

  • Bachelor's degree in business administration, public administration, finance, or a related field complimented with a CPA designation.
  • Extensive experience in corporate services or a similar role, preferably within a municipal government setting.
  • A track record of implementing innovative and efficient processes to enhance corporate services within municipal government.
  • Proven leadership skills with a track record of successfully managing teams and projects.
  • In-depth knowledge of municipal regulations, policies, and procedures.
  • Strong financial acumen, including budgeting, forecasting, and financial analysis.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with various stakeholders.
  • Experience in overseeing procurement processes and contract management.
  • Familiarity with technology solutions for efficient municipal service delivery.
  • Strategic thinking and problem-solving capabilities to address complex issues facing municipal corporate services.
  • Understanding of human resources management, including labor relations and workforce planning.
  • Proven ability to navigate and adapt to changing political landscapes and community needs.
  • Knowledge of sustainability practices and commitment to promoting environmentally responsible corporate initiatives.
