Position Summary

The QHSE (Quality, Health, Safety & Environment) Specialist will work closely with the HSE/Facilities Manager and Quality Assurance Manager as well as the Halifax Operations Manager to ensure all Quality and HSE standards are met as well as recorded in the appropriate systems to ensure ISO standard compliance. The QHSE Specialist will assume a dynamic role within the Halifax team.

Key Areas of Responsibility

This role is instrumental in implementing Thales Canada, Defence & Security strategy, policy and systems for Quality, Health, Safety and Environment.

HSE Responsibilities

• Support the implementation of the HSE Management System and its supporting tools, processes and required employee competencies.
• Ensure the maintenance of all third party certifications and accreditation, including but not limited to ISO 14001 and ISO 45001.
• Ensure analysis of accident, incident and complaint investigations for significant events to ensure the business is meeting its legal requirements, to identify any non-conformity and identify continual improvement.
• Delivery of Safety Culture improvement programs to support safety evolution and behavioral improvements.
• Provide training programs to fire wardens, first aid responders, and JHSC as required by law.
• In coordination with the HSE/Facilities Manager, ensure training requirements and documented records are maintained.
• Act as a liaison with CFB Halifax base safety and FMF Safety Manager.
• Assist with reaching Thales HSE targets and objectives.
• Key contributor to ISO and WCB audit preparation and execution (evidence gathering, preparatory walk-throughs, etc.).
• Support document generation and control of all ISO, WCB, HSE and Real Estate related documents in Thales Quality Management System.
• Assist with annual internal and external audits and prepare the facility for successful certifications.
• Support the Joint Health and Safety Committee.
• Report and investigate all accidents/ incidents and facilitate form completion.
• Liaise with external service contractors to ensure HSE compliancy.
• Manage the creation, monitoring and resolution of corrective action requests.
• Assist in the creation and maintenance of various databases, such as the site legal register and SharePoint repository.
• Contribute to continuous improvement of risk assessments, environmental aspect analysis, and general HSE processes and conditions.
  
  
  

Quality Responsibilities

• In coordination with the Quality Assurance Manager, plan and lead quality assurance and quality control activities on assigned projects.
• Check that the project deliverables comply with the Customer's requirements and with the applicable regulations and standards.
• Evaluate project achievements at key milestones and deliverables.
• Support the project teams in applying processes, identifying risks and resolving problems.
• Investigate quality related problems by applying the Eight Disciplines (8D) Problem Solving approach to determine possible causes and corrective actions to drive resolution of quality problems.
• Evaluate contractors' quality procedures and installed/fabricated hardware. Prepares written reports of any contract work that fails inspection.
• Read, interpret, and apply technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
• Assist with ensuring subcontractors and material are in compliance with the contract/specification.
• Assist and maintains submittals of inspection plans, quality records and other QA documentation as required.
• Witness test events to ensure that systems are functioning to design requirements and all results are documented.
• Participate in quality team activities in support of ISO 9001:2015 requirements including audits and assessments.
• Other duties as assigned.
  
  
  

Flexibility in hours, as occasionally on-call after hours may be required.

Minimum Requirements

Skills and Abilities:

• 2- 5 years’ experience with quality and safety management systems.
• Quality and process safety management implementation considered an asset.
• Strong skills in all MS Office platforms.
  
  
  

Education:

• Post-secondary certificate or degree in technology and/or health, safety and environmental field is preferred.

Skills and Abilities:

• Thorough knowledge of all applicable Federal and Provincial legislation regarding Occupational Health and Safety plus any other relevant laws and regulations.
• Excellent verbal and written communication skills and ability to deal diplomatically with people at all levels.

• First aid Certification
• Joint Health & Safety Committee Certification
• Working knowledge of ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018.
  
  
  

Physical Demands

The QHSE Specialist will at times have to spend long hours sitting and using office equipment and computers. They may also have to do some light lifting of supplies and materials from time to time and walking the work environment during worksite inspections.

Will be required to undertake inspections, including confined space entry, on naval ships involving bending and twisting.

Regulatory Compliance Requirements:

• Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR
• Requires a positive Controlled Goods assessment as you will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program
• Required to obtain and maintain a Security Clearance at the NATO Secret Level
