Job Description
Position DescriptionUnder the direction of the Manager of Planning and Projects, the Project Coordinator is responsible for overseeing and coordinating all assigned maintenance & renovation projects, with special emphasis on ensuring project safety.This position also assists the Manager of Planning and Projects in the administration of maintenance, renovation, and capital project contracts, and maintains the physical and electronic database of information concerning the maintenance requirements for the campus and the projects planned and implemented to address those requirements.Responsibilities In consultation with the Project Manager, perform and accomplish all facets of project management for assigned projects, including pre-design data gathering, design review, tender preparation, contractor site visits and coordination meetings, site inspections, preparation of project documents such as project management forms, purchase order requisition, invoice review and project close-out including review, processing, digitizing and archiving of project documents such as maintenance manuals, warranties, as-built drawings, record drawings and maintenance materials. Ensure compliance with WorkSafe NB regulations for all work done by external contractors. Prior to mobilization, arrange for and participate in review of contractor's safety plan conducted by Project Manager and Occupational Health & Safety (OHS) Consultant, and organize a contractor safety orientation. Routinely inspect project worksites to identify potential hazards and ensure compliance with all applicable safety regulations. As required, notify contractor, stop jobs, and report to Project Manager and OHS Consultant for resolution. Maintain record management system/centralized data base for all projects and ensure submission to OHS Consultant of project safety inspection reports, accident statistics, and any investigative reports. Play active role as resource for MTA Joint Health & Safety Committee. In consultation with the contractor and the MTA Joint Health & Safety Committee, assist the Occupational Health & Safety Consultant in accident and/or near miss investigations to determine causes and identify recommendations to prevent recurrences and ensure safe work environments. Oversee all MTA Life Safety systems including fire alarm, sprinkler and fire suppression systems. Coordinate ongoing external compliance inspections of all systems as mandated, review inspection reports and compile summary of recommendations including prioritized scope and estimated budgets. Maintain database of life safety reports and action documents. Assist the Project Manager with other maintenance, renovation, or capital projects when required. Assignments may include inspections of work-in-progress and maintaining photographic record at regular intervals, project close-out verification, assisting the consultants in deficiency or one-year warranty inspection phases of projects and any required follow-up to ensure required measures are taken by the appropriate parties. Where required, act as the liaison between building occupants and contractors and/or consultants to ensure project requirements are met. Maintain the digital/paper Building Records database including electronic and hardcopy drawings, consultant reports, maintenance manuals, etc., and control integrity of related document control practices, including index of drawings and documents, updating of documents as projects are implemented and controlling the distribution of documents within and outside of the Facilities Management Department. Maintain an updated space inventory and space utilization database. Responsible for scheduled Preventative Maintenance inspections on all University buildings and campus infrastructure, including but not limited to roofs, drainage systems, sewers, roads and walkways. Identify required maintenance and project work through analysis of existing building data, consultant reports, work order statistics, as well as inspections and interviews with users, consultants and Facilities Management staff. Maintain Renewal Maintenance Database listing all required projects both planned and deferred, define the scope and cost estimate of projects, provide justification for the project and recommend priorities. Complete other related duties as assigned.Qualifications/skillsInteraction:The incumbent interacts daily with University administration, Occupational Health & Safety Consultant, faculty, staff, students, consultants and contractors regarding the implementation of projects and the coordination of work. They must demonstrate excellent interpersonal skills and maintain productive interpersonal relationships. The incumbent participates on committees and in meetings as required, and also provides advice on project related matters to the tradespersons, supervisors, and managers of Facilities Management.KnowledgeThe incumbent must possess a sound knowledge of construction materials, means, and methods and of construction and building systems principles. They must be familiar with contractual administrative processes and in preventive maintenance programs and building inspection techniques. Considerable knowledge and working experience with computers and related software with demonstrated ability to use MS Project and AutoDesk drafting software, and Office 365 is essential. Familiarity with WorkSafe NB regulations, CSA standards and MtA site-specific safety requirements related to contractors and construction, potentially hazardous practices, and accident and near miss investigation is a must.AbilitiesThe incumbent must possess the people skills required to perform at a high level in a very demanding workload situation. They must have a high degree of tact and diplomacy dealing with the University community and external consultants and contractors under a variety of difficult situations and be sensitive toward the cultural diversity of the campus community.The incumbent must have the ability to work independently, to organize and prioritize work, to exercise initiative, to use sound judgment, and to make sound recommendations to management. They must demonstrate a positive can-do attitude and view challenges as opportunities to improve.They must have the ability to communicate clearly and concisely both orally and in writing, to prepare and maintain complete, accurate, and concise reports and records, and to develop professional reports and letters. The incumbent must have the ability to read, interpret, and work from blueprints, plans, and sketches; to estimate materials and workforce needed to complete projects; and to establish and maintain effective working relationships with consultants, contractors, staff, users and government agencies.They must have the ability and willingness to work variable hours.EducationMinimum QualificationsTechnical diploma in construction-related discipline or trade license with acceptable experience.ExperienceA minimum of five (5) years experience with construction contracting, building systems, and project management.PhysicalMust be physically capable of inspecting all aspects of construction, such as climbing ladders and scaffolding, etc. Ability to safely operate aerial lift equipment.Desirable QualificationsPost secondary training in subjects related to duties of this position such as accounting, construction management, database management, construction safety management, etc.Personal Protective Equipment RequiredProtective Gloves (general use)Ear PlugsDust Mask (N95 rating)Work Boots/Shoes (Project site) – with toe cap and sole protectionSafety Glasses with side shieldsHard hatReflective VestFall Arrest System
