The Opportunity

We are looking for a Health & Safety Program Manager to join our Health & Safety t eam.

Reporting the Director of Health & Safety, the Health & Safety Program Manager will lead a team of Health & Safety Program and Training Specialists across the province, including Team Leads and their indirect reports providing subject matter expertise to foster a strong health and safety culture for our employees and contractors and ensuring that health and safety requirements are being addressed under the safety management system.

To support this commitment, the Health & Safety Program Manager will lead building and delivering research-backed programs, systems, reporting, and tools that are focused on preventing serious injuries and fatalities, continuously improving our health and safety programs, and innovating to find better ways to protect our teams, customers, and communities.

As a caring and visible leader on health and safety, you are focused on ensuring the Programs and Training team maintains a focused presence in the field and is actively engaged with key stakeholders across the business, contractors and in our community through participation in various safety initiatives and committees that provide opportunities to reinforce health and safety as our priority.

Key Elements Of This Role Include

As a Health & Safety Program Manager you will:

  • Lead a team of health and safety program and safety training professionals supporting programs, change management, reporting, communication, and training roll out.
  • Support our health and safety 5-year plan deliverables in consultation with subject matter experts.
  • Develop and maintain effective relationships with external and internal stakeholders and committees, working as a mentor and subject matter expert to empower a culture where every employee leads with health and safety and understands their roles and responsibilities.
  • Integrate the principals of energy-based safety, human factors and psychological health and safety into existing processes and safety coaching to ensure hazards have been identified and have effective direct controls that are engineered to mitigate or eliminate the hazard.
  • Provide mentorship and coaching to support team member’s progression and promote ongoing development and growth within their role and in the organization.
  • Support the development and implementation of longer-term health & safety strategies to continue to enhance and refine the Safety Management System, systems, training and reporting.
  • Build and leverage relationships with key stakeholders throughout the organization and externally to support decision-making that impacts health or safety. Identify challenges with achieving goals and develop an action plan that drives operational excellence in health and safety in consultation with the Senior Leadership team.
  • Develop strategies to ensure all health and safety aspects are addressed and that engineering solutions are embedded into pre-job planning and job safety analyses (JSAs) for work that involves high-energy.
  • Partner with Leaders at all levels in the organization to ensure seamless integration between corporate safety initiatives and service delivery by the Health & Safety Program and Training team and into the field.
  • Liaise with external agencies in the community, contractors, and schools to facilitate greater awareness and effective management of public safety considerations within the community.
  • Participate in conferences and benchmarks against current research and top performing organizations for program improvements.
  • Identify knowledge gaps and develop training and orientation strategies to promote continuous learning within the organization, with contractors and within the team, in consultation with the Senior Leadership Team and Leaders within the organization.
  • Ensure processes and procedures relating to health and safety are being effectively and consistently implemented by employees and contractors.
  • Maintain the audit and compliance program, including coordinating and performing regularly scheduled inspections, compliance checks, audits, and observations with a focus on coaching and recommendations for continuous improvement.
  • Lead and support safety investigations applying the SCAT methodology, ensuring reporting requirements are met and that effective root cause analysis is completed, and corrective actions mitigate any potential for future incidents. Prepare and review investigation reporting capturing analysis and recommendations and work with stakeholders to cascade learnings and ensure the successful and timely implementation of corrective actions.
  • Ensure contractors have an appropriate plan for their work scope and adequately covers the areas where work will be performed and that all requirements are being met.
  • Coordinate and perform audits and implement continuous improvement plans with support of key stakeholders across the organization.
  • Participate in budgeting and cost management activities within the department.
  • Plan and participate in business continuity, security and emergency planning exercises, and support emergency response where needed.

  • You have a Bachelor’s degree in Occupational Safety and Health, Industrial Hygiene, Engineering, or other equivalent technical field may be substituted for up to 5 years of experience.
  • You have significant experience that demonstrates progressive leadership with a minimum of 5 years' experience leading cross functional teams within a complex organization as a health and safety management professional.
  • You are certified or be eligible for certification as a Canadian Registered Safety Professional (CRSP) or Canadian Registered Safety Technician (CRST).
  • You take a collaborative approach and understand how to coach and lead others to empower a culture that leads with health and safety.
  • You have expert knowledge of applicable codes, standards, and Federal and Provincial Health & Safety regulations.
  • You understand how to navigate complex change and have demonstrated experience acting as a change management leader who has helped shape and implement new strategic direction and facilitated the implementation of organization structure changes You operate independently and apply innovation and coaching skills to lead a team successfully through transformational change while ensuring continuity of service delivery and high-level of engagement.
  • You are a critical thinker who understands how to identify and act on barriers that impact success within the team and within the organization.
  • You think strategically and have experience recommending multi-year plans that support continuous improvement and operational excellence in health and safety.
  • You have a high level of personal organization, are detail-oriented, and work independently to meet deadlines.
  • You build effective working relationships and demonstrate excellence in verbal and written communication.
  • You have significant experience leading multi-year projects within a complex organization and budget, acting as a project manager and facilitating implementation of change.
  • You are comfortable analyzing/ interpreting data and trends using tools like Excel and understand how to translate multiple points of data and information into produce impactful reporting that captures key insights and helps Senior Leadership make decisions that support continual improvement in Health & Safety.
