Port Saint John is part of the critical transportation infrastructure of Canada and a cornerstone of the New Brunswick economy. Port Saint John is Atlantic Canada's largest port by volume and has a diverse cargo base, handling 26 million metric tonnes of cargo annually, including dry and liquid bulks, break bulk, containers, and cruise. Port Saint John operates on the traditional and unceded territory of the Wolastoqey, the Mi'Kmaq, and Peskotomuhkati Nations. Port Saint John is seeking to fill the position of Harbour Master, who is a passionate leader, to use their marine operations background to foster innovation and enhance marine operations excellence across the organization. The fulltime permanent position will coordinate and direct the execution of all activities related to Port marine operations including administration, communication, relationship building and interdepartmental activities.

Responsibilities

Your Focus:

  • Ensure daily port marine operational requirements are achieved in a safe and efficient manner.
  • Development and execution of annual strategic marine operational plan.
  • Maintain and ensure compliance with policies & procedures.
  • Leadership and management of the marine operations at Port Saint John, including vessel management flow, budget management and stakeholder relations.
  • Represent port on external technical and working committees.
  • Ensure direct reports and contractors are operating in a safe manner and are trained and competent to perform assigned duties/contracts.
  • Provide marine and technical expertise to internal & external stakeholders, including the roles, responsibilities, and authority of Harbour Master as defined in the Canada Marine Act.
  • Ensure all port stakeholders are advised of key Port marine activities.
  • Ensure compliance and enforcement of the Marine Transportation Security Regulations.
  • Fulfill the requirements of the Canada Marine Act specifically related to Port Enforcement Officer and the issuance of authorizations to third parties.
  • Issue the necessary approvals under the Canada Marine Act to new and existing Terminal Operators for specific projects or activities.
  • Working with the Port Security Officer, ensure a high standard of emergency preparedness, marine contingency planning and business resumption through participating in regular audits, exercises, and drills.
  • Prepare annual marine operational plan and budget.
  • Responsible for the planning, budgeting, and execution of our annual harbour dredging program, including consultation with stakeholders and coordination with contractors.
  • Work on evenings and weekends will be required as part of the position to respond to port marine operation requirements and/or emergency callouts.

Qualifications

You Have:

  • A Master Mariners designation.
  • Bachelor of Maritime Studies or equivalent mix of education and experience.
  • 10+ years of experience in a marine operation and/or port.
  • Strong knowledge and understanding of the Marine Transportation Security Regulations and other related federal regulations.
  • Strong technology skills.
  • Effective written and verbal communication skills.
  • High attention to detail.
