Job Description
Under the direction of the Director of Budget and Audit Services, the Manager, Financial Analysis and Research Accounting is responsible for implementing, coordinating the development, and monitoring of the operating and capital budgets to ensure compliance with NOSM University’s policies and guidelines. This position is also responsible for the effective and efficient management of the accounting, financial reporting, and trust accounting requirements of the University. In addition, this position oversees research accounting, and financial reporting to support Research grant administration services. In this role, you will maintain records and ensure compliance to all funding agency and NOSM U finance policies. You will conduct financial reporting on research projects, audits and reconciliation of research accounts and coordinate research accounting. This position provides direction and assistance to other members of the Research and Graduate Studies Office regarding research accounting matters. Responsibilities Tasks may include but are not limited to the following: Leadership & Supervision Indirectly supervises and directs the work of financial analyst team including providing feedback, coaching and performance management; providing leadership on coordinated workplans and workflow aligned with strategic and operational cycles. Contributes as an active member of the Finance Portfolio leadership team in reviewing and implementing the University’s strategic and operational goals. Apprises and briefs the Director, Budget and Audit Services on financial and research financial matters that have institutional, operational or relationship implications. Financial Analysis Liaises with Budget holders to facilitate the development of complex operating and capital budgets. Coordinates the summarization of individual portfolio budget submissions for presentation to the Budget Committee. Pro-actively monitors budget to actual variance analysis on a monthly basis and follows up on variances with the responsible individuals. Investigates instances of over expenditures in unit budgets and offers advice on the allocation of expenses. Prepares detailed financial reports to budget holders as requested. Prepares detailed budget comparisons to actual expenditures using complex financial reporting tools. Prepares monthly and quarterly financial statements and budget reports for the use of Senior Leadership (EG and the President). Assists in the development and preparation of long and short term budgets and planning documents, including the annual budget and three year plan. Reviews, analyzes and forecasts expenditures and cashflow needs as required using professional judgement and knowledge. Provides financial advice and assistance to researchers and supervisors on proper accounting of transactions for submission to external funding bodies. Monitors transactions for adherence to approved policies with respect to initiation and approval of expenditures. Reviews requests for the addition of staff in portfolios and provides initial approval after review of budget and funding adequacy. Identifies and presents recommendations to improve controls, enhance operating efficiencies and resolve problems as they arise. Implements improvements in budget process and reporting on an ongoing basis. Provides consultations and advice to staff regarding the development of in-house policy, special project requests and procedural changes. Assists with the preparation of audited financial statements, including the financial statements for Ministry of Health funded programs for review and audit. Assists with the preparation of the working papers, schedules and statements for incorporation in the NOSM University financial statements. Represents Unit on various committees as directed by Director. Ensures compliance with Generally Accepted Accounting Principles in the preparation and recording of financial transactions. Ensures compliance with CAUBO/COFO financial reporting requirements. Ensures compliance with various taxation regulations. Research Accounting Maintain records and procedures related to research accounting to ensure compliance with funding agency requirements and address incidents of non-compliance. Conduct financial reporting on research projects, audits and reconciliation of research accounts and coordinate research accounting. Prepare and submit research financial reports to funding agencies within mandated deadlines. Oversee the opening, freezing and closing of all research accounts in accordance with the eligibility policies of the University and funding agencies. Provides financial advice and assistance to Principal Investigators on financial matters. Update Research and Graduate Studies office and other stakeholders of any irregularities or concerns about research spending or other research financial matters. Facilitate the development of research budgets for grant submissions and monitoring, analyzing and reporting on expenditures for internal and external stakeholders. Advise on the eligibility of proposed expenses and best practices for budget development. Oversee Research reporting and invoicing prepared by members of the Finance staff. Acts as a role-model of NOSM University’s values in daily work activities. Act as a member of NOSM University’s Management Group Performs all other duties as assigned. Qualifications Education A University degree in Business Administration from a recognized university with Canadian accreditation or an equivalent combination of education and experience is required. Professional Accounting designation – (CPA) is required. Knowledge, Skills and Abilities 5 years’ experience with cost accounting and the development and execution of audit programs is required. Demonstrated experience in preparation of budgets and supporting working papers. Demonstrated experience in the preparation of audit working papers and financial statements. Experience working in the public sector and/or an academic environment an asset. Experience working in Unionized environments Knowledge of regulations/legislation and processes related to financial reporting for publicly funded organizations, generally accepted accounting principles for the public sector as prescribed by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada. Excellent oral and written communication skills for communicating with service providers, community partners, and internal stakeholders, as well as assisting in drafting correspondence, reports, and related documents. Ability to establish and maintain effective working relations. Excellent time management, analytical/critical thinking, problem-solving and decision-making skills. Project management skills to track progress, define timelines and complexities, establish approaches, guidelines, plans and priorities. Strong leadership skills including the ability to direct, motivate, evaluate and recognize staff; proven ability to share skills and knowledge with others. Proven acumen in business and financial management, with the ability to improve effectiveness and efficiency through the management and utilization of human, financial and physical resources. Proficiency with office computer equipment and computer software (e.g., word processing, spreadsheets, databases, email, internet) with advanced skills in Excel required. Knowledge of Income Tax Act and Harmonized Sales Tax legislation. Financial management principles/practices including planning, budgeting, controlling and auditing. Knowledge of the Occupational Health & Safety Act and Regulations that apply to the work being performed. Work collaboratively with unit managers. Provide consultation and advice to internal stakeholders regarding the development of in-house policy, special project requests and procedural changes. Interpret reporting requirements of various provincial ministries and research funders and oversee the preparation of the reports. Highly motivated with the ability to work autonomously and use good judgement when making decisions. Gather and analyze information and solve problems within the positions scope of authority. Prepare presentations to the Budget Committee of NOSM U and individual portfolios and provide explanations concerning variances. Use discretion and maintain confidentiality. Ability to respond quickly in a dynamic and changing environment. Work within established organizational practices, protocols and policies Work in a consultative and collaborative fashion with a variety of other units to further overall school strategic objectives.
