About The Job:
Health PEI is currently looking to fill a senior leadership role in our Human Resources team to help support our transformation and goal of becoming a leader in supporting and enabling our people to deliver the best patient care possible. This position reports to the Chief Human Resources Officer (CHRO) for Health PEI and will act as a trusted advisor, consultant and subject matter expert to the business on all matters related to people and labour management. The Director of Human Resources and Labour Relations is responsible for delivering full HR services and strategic initiatives in support of the People Strategy, organizational Strategic Plan and organizational annual business objectives. The Director will ensure that there is consistent application, implementation, and improvement of approved HR practices, processes and strategies within Health PEI. In addition, this role provides leadership, guidance on complex and diverse labour relations matters and is responsible for maintaining productive working relationships with all five (5) labour partners in order to advance the strategic goals of Health PEI.
The Director, will manage a team of human resources and labour relations professionals to provide proactive problem solving advice, mentoring and coaching for leaders and to promote the development of a high-engaged workforce and allow us to provide exceptional services to our patients within a heavily unionized work environment.
This position impacts approximately 6,800 employees, addresses a wide range of human resources and labour relations issues arising from a multi-union environment involving approximate 70+ facilities that provide health services on a 24/7 basis.

Duties will include:
· Providing advice on trends and best practices in human resources and labour relations and gives expert advice on complex issues.
· Providing leadership, coaching, mentoring and development to the human resources and labour relations team.
· Overseeing the development and/or implementation, and evaluation of strategies, policies and standards across human resources.
· Representing Health PEI Human Resources on planning committees for new services, programs, technologies to ensure human resource and labour relations issues are identified and strategies to address these issues.
· Contributing to the development of the People Strategy as a member of the senior HR leadership team as well as designing and implementing integrated human resources plans and projects consistent with the mission and values of HPEI to achieve the goals outlined in the People Strategy;
· Monitoring legislation changes and program changes (i.e. cannabis legalization, social media/personal device use, and so forth) in order to ensure Heatlh PEI policies, practices and procedures are up to date and current.
· Ensuring Health PEI staff and management have appropriate information to make evidence-based operational decisions. This includes ensuring a current online Staff Resource Centre with policies, toolkits, forms, etc;
· Leading or coordinating all bargaining tables including mandate gathering coordination, oversight of proposals development and preparation of all treasury board memos.
· Creating and coordinating all labour relations practices and education (interpretation bulletins, HR Managers and Health Labour Relations Committees, interpretations, grievance/arbitration responses) for Health PEI.
· Chairing the Health Labour Relations Committee.
· Developing, measuring, and monitoring key performance indicators for human resource activities and ensuring mechanisms are in place to achieve identified targets.
Minimum Qualifications:
· Applicants must have a university degree in a related area supplemented by human resources management and leadership/supervisory experience;
· Extensive experience in the management of human resources services (i.e., planning, labour relations, staffing, payroll, etc.
· Experience in a multi-unionized environment providing 24/7 services is essential;
· Demonstrated equivalencies will be considered;
· A sound knowledge of all aspects of HR management is required;
· Requires exceptional interpersonal, collaborative, facilitation, organizational, conflict management, and leadership skills;
· Excellent oral and written communication skills;
· Must be able to demonstrate experience of working in a results-based environment, where accountability for outcomes was a key responsibility;
· Demonstrated proficiency with typical business software applications, specifically Oracle, PeopleSoft, as well as Microsoft Word, Excel, and PowerPoint, GroupWise, etc.
Other Qualifications:
· Chartered Professionals in Human Resources (CPHR) would be considered an asset;
· Additional relevant education and experience will be considered an asset.
