Purpose of Position
This position is ON-CALL with up to 30 hours per week.
ICF is seeking a Child Welfare Specialist who will be responsible for providing fiscal technical assistance, facilitation, and training on child welfare projects within the Child Welfare and Education Line of Business. This position will provide direct service to jurisdictions to state, regional, and local level child welfare contracts. The successful candidate will have broad knowledge of the federal funding streams for the public child welfare service continuum and how these fund sources support child welfare policy and practice.

Key Responsibilities
- Establish a collaborative working relationship with the client that includes the fiscal team. Communicate with client project staff about service delivery to help achieve the goals of the project to which they are assigned.
- Develop relationships with other partners providing services as indicated by the project scope and goals.
- Maintain fiscal expert knowledge central to the focus of project including federal regulations and/or guidance, eligibility, payor of last resort, maintenance of effort, rate setting, braided and blended funding, and cost-benefit analysis.
- Maintain contextual information to support the project and to be used to inform any providers of service who are working on the project including developing time studies, cost allocation plans, and fiscal analysis.
- Provide direct consultation to the client in the completion of the fiscal activities outlined on the scope for the project.
- Convene and facilitate project meetings to build fiscal capacity including process of claiming, maximization of funds, tracking and invoicing to identify the level of effort for service delivery.
- Work collaboratively with the client to determine readiness for implementation and to develop individual site implementation plans based upon a site readiness.
- Develop tools, protocols, and templates to support the implementation of an enhanced fiscal infrastructure.
- Create and provide fiscal focused training associated with the implementation of an enhanced fiscal infrastructure.
- Develop and lead fiscal continuous quality assurance and IV-E reviews.
- Travel to assigned jurisdictions as outlined in the scope of work. Other duties as assigned in accordance with workload and priorities.
- Ability to build and maintain strong Invested Community Partnerships and relationships for child welfare projects.
- Demonstrated ability to create fiscal infrastructure and achieve deliverables.
Basic Qualifications
- Bachelor?۪s degree in social work, public administration, business administration or related field.
- 5 + years professional work experience with at least 3+ years of experience.
- Demonstrated understanding of Title IV-E funding across maintenance/services, administration, and training.
Preferred Skills
- Master?۪s degree in social work, public administration, or related field.
- Experience with data-driven decision making.
- Experience implementing a broad scale project in a public service system.
- Training/technical assistance experience in human services field, preferably with child welfare fiscal oversight.
- Demonstrated consultative experience, including experience applying research-informed frameworks and strategies for capacity building and implementation.
- Knowledge of a change management process
- Knowledge of the following:
- Family First Prevention Services Act (FFPSA)
- Child and Family Services Plans
- Title IV-E Reviews
- Cost allocation methodology

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$68,325.00 - $116,152.00
